Why these dates

The Energy Policy Act of 2005 fixed US daylight saving to the second Sunday in March and the first Sunday in November, which is why the dates drift by a few days each year rather than sitting on a fixed calendar date. In 2026 that gives Sunday, March 8, 2026 and Sunday, November 1, 2026 238 days on daylight saving, about 65% of the year.

Clocks move at 2am in each zone separately, not all at once, so the change crosses the country over three hours. Arizona and Hawaii do not take part at all. These dates are not looked up in a table here; they are found by searching the IANA time zone database for the moment the offset actually changes, so they follow the law rather than a copy of it.
